  • Q. My Refuse/Food & Garden bin/caddy or /Recycling bin was missed today, what should I do?

    If any of your containers were not collected on your collection day you can report this up to 2 working days after the collection day by using our online form on our website 24/7 at:

    Report a missed collection - Epping Forest District Council

    • by completing your name and address details on the form, it will then be able to check whether
      • You have the correct day to place your container out?
      • You have put the correct container out for that collection?
      • Whether the crews have been in your road?
      • Whether the crews have recorded a reason why the container has not been collected?
    • If all of the criteria has been met it will record your container as being missed and instruct our contractor to return to empty/collect them for you.
    • They will return within the next 24/48 hours
    • We will send you a confirmation email that we will be returning to you property.
    • Please ensure that you leave your containers out at the boundary of your property where it meets the footway/highway (or your designated and approved collection point) to enable us to do this.

     If any of the Criteria is not met, we will inform you of this fact and we are sorry but we will not be able to instruct the contractor to return.

    • If however you feel that there is information you have not informed us about, then you can telephone us at the Customer Contact Centre on 01992 564000 to discuss this matter.
    • Please Note that you can only report a missed collection if it is being reported no more than 2 working days after the collection was due.
    • After this time period you would need to hold your waste/recycling until the next scheduled date for this type of collection.

  • Q. What type of items do you take for a special collection?

     

    ·         We only take items of furniture that you would take with you when you move property,

     

    ·         A comprehensive list is available on the on our website.

     

    ·         Should the item not be listed then this cannot be booked,

     

    ·         You can contact us on 01992 564000 for advice if you are unsure.

     

    ·         If you have more than one item of the same type, i.e. 3 mattresses, then please select the item you require collecting, and in the quantity put the number 3. Please do not put three entries on for each Mattress.

    •          Please note that we will only be able to collect up to 3 items of the same type (ie 3 Freezers, 3 fridges) from a property. If you have more than 3 items of the same type you will need to dispose of these via private company.

  • Q. Where do I leave my items for my special collection?

     

    • ·         For a single domestic property the items must be at the front boundary of your property, at the nearest point to the highway, or if you have an agreed alternative location where your refuse and recycling collections are made from,  you may leave the items there. 

     

    • ·         For residents who live in Flats, there are further options such as

     

      •          outside the communal front door of the building,
      •          In a communal bin area,  or
      •          In your parking bay/space in the car park.  

    but it should be noted that if using these locations they should not block others from using the building, store, or parking area

  • Q. For a Special Collection, Where is classed as the front boundary of my property?

     

    ·         This will normally be at the edge of the property where it meets the footway/highway

     

    ·         Items must be clearly visible from the road and should not be hidden by hedges, fences, cars etc.

  • Q. Do you have to list everything when booking a special collection, or can you add to it afterwards?

     

    ·         To make the booking you will need to know all items that will  be required to be collected,

     

    ·         Should you need to add or alter items afterwards, this can be done up to 24 hours before the day of collection - It cannot be amended or refunded after this time.

     

    •        You can do this by contacting us on 01992 564000 and we will help you make the alterations or you can do this on line if you signed up for an account with us and this is how you made your booking.

  • Q. What happens if my special collection is not carried out on the appointed day?

     

    •        We are now able to send you a reminder you via email (if you have provided us with one) the day before we are due to collect your items, and a further email on completion of the work.

     

    •        If for any reason we are not able to complete the work, you will be advised. However if you do not receive an explanation as to why we were unable to attend, then please contact the Customer Contact Centre on 01992 564000, where we can can investigate the issue for you.

  • Q. How can I pay for my special collection?

     

     

    ·         When you are making your booking either on line or on the phone with one of our Customer Services officers.

     

    •           You will be able to pay by debit or credit card, and you will be diverted to a secure automated payment system to make this payment so please have your card ready prior to making your booking.

     

    Please note when making the payment on the phone with our agents, that this is an automated system and should you have difficulties using this type of system, please have somebody with you that could help you to complete your information on your keypad of your phone.

     

    The Councils staff is not able to enter your information for you due to Data Protection laws and for security reasons.

  • Q. Why do you not take certain items on a special collection?

     We cannot take Black bags, carpets, Glass items, glass doors, or items with glass in, kitchen cupboards, worktops, baths, toilets, sinks, carpets, lino, underlay, American style fridge freezers on special collections.

     

    ·         We do not take these items as they are either not items of furniture you would take with you when you move,

     

    ·         Are classed as construction materials,

     

    ·          Or are too dangerous or heavy for our crews to remove.

  • Q. Do I need to be at home on the day of my special collection?

     

    ·         As long as the items are clearly visible and outside at the appropriate collection point by 6.30am, or the night before your collection day, then you do not need to be at home for the collection to take place.

    •        We will also send you a reminder email the day before your collection is due so that you dont forget to put your items out

    ·         Please note that we do not knock on the door of your property if you fail to put the items out for collection, this will be recorded by the crews as items not out for collection. You will then need to rebook and pay for a new appointment.

  • Q. Will the special collection crews knock if the items to be collected have not been put out in time?

     

    ·      No they will only collect the items that are placed outside by 6.30am. 

     

    •            If presented either:
      •       on the boundary of your property where it meets the highway, or
      •      other designated place for blocks of flats such as a communal bin area/outside the main entrance to the building/or your own car parking space in a communal car park.
      •      Or at your approved collection point for your refuse and recycling if this is different from the highway.

     

    • If the items have not been put out this will be recorded by the crews for our records, and you will need to rebook and pay for a new appointment

  • Q. Will the Council collect multiple numbers of the same white goods on a special collection?

     

    ·         The Council will only take a maximum of 3 items of the same  type i.e. 3 Fridges, or 3 Freezers.

  • Q. How can I report fly-tipping?

    •         If a crime of Fly-tipping is in progress please report this to the police on 999
    •         The most serious incidents (near or in a watercourse and very large tips) can be reported directly to the Environment Agency Tel. 0800 80 70 60

  • Q. How long does it take to clear the fly tipped items?

    ·         This can vary depending on

    o   the size,

    o   content and

    o   location of the incident,

    •  
    • But we aim to investigate the incident within 24 hours and then arrange clearance where appropriate.

       

    • Waste that can be cleared under the Waste contract should be within 5 working days
    • Non-contracted waste clearance, within 10 working days, but clearance is often much quicker.
    • Waste that is hazardous will take longer to clear as Epping Forest District Council is not licenced to carry this kind of waste. We therefore have to use specialist companies to clear hazardous waste and it will depend on their availability as to the length of time it takes to clear the incident.

  • Q. Why can you not put CCTV cameras or notices up to stop fly tipping?

     

    ·         EFDC has access to a limited amount of covert cameras that we install in Fly-tipping hot-spots.

     

    ·         However, the range of these cameras is limited and we can only cover small areas.

     

    ·         The Council will also install warning signs in some areas, but we need to be careful to avoid simply moving the problems on to another area in the district.

  • Q. What more can be done to stop fly-tipping?

     

    ·         We all need to take responsibility for the waste we produce, to reduce, recycle and if possible re-use.

     

    ·          If we have to dispose of waste we need to ensure that we take our responsibilities seriously and ensure that our waste is being disposed of correctly with the right waste in the right place.

     

    ·         The Cleaner Essex Group, made up of local authority representatives across Essex are looking at campaigns to raise awareness of duty of care, through links with Keep Britain Tidy using the slogan 

                              #CrimeNotToCare”.

     

    ·         Suspicious waste activities and rogue traders can be reported to the Council or Crime Stoppers

  • Q. Will I have to provide a statement if I report Fly Tipping?

    ·         If you are able to provide a statement this is of great help to the Council and you will be guided through this process by one of our Community Resilience team (Environment Enforcement Officers).

     

    ·         Providing a statement does not mean that you will have to attend court. 

     

    ·         We have to record your contact details, but if your home address is not relevant to what you have witnessed, your contact details can be kept confidential.

  • Q. What if someone has fly tipped on my property/land?

    ·         The responsibility for clearing up fly-tipped waste falls on the landowner whose land the waste was deposited.

    ·         If an offender can be identified, we will seek to

    o   recover any clearance costs or

    o    in some cases immediately persuade the offender to return and pick up the waste.

     

    ·         EFDC are responsible for litter and refuse clearance on the public highway,

    ·         Most fly-tips on the public highway and other public rights of way will be cleared by EFDC.

    ·         Large fly-tips that obstruct the highway may occasionally be cleared by Essex County Council as an emergency.

     

    ·         The Corporation of London will clear fly-tips on their land.

     

    ·         Ditches that run between the boundary of the public highway and private land are normally completely the responsibility of the private land owner to clear. 

    ·         EFDC is also responsible for clearing waste from any Housing or Estates land that it owns.

     

    ·         Always “Check, Consider and Record” before you employ somebody to remove waste, so that you comply with your waste duty of care.

     

     Whenever businesses or householders give their waste to somebody else to dispose of (outside the routine household collection provide by the Council), they should always “Check, Challenge & Record”, to ensure that the person they give their waste to is authorised by the Environment Agency to carry waste.

    Householders and businesses who fail in their duty can expect to be prosecuted.

    Householders must make reasonable checks and businesses who produce commercial waste must keep waste transfer notes to comply with their waste duty of care.

    CHECK - Always check that the company or person you are intending to give your waste to is      authorised to take it. Ask for their waste carriers registration details. Telephone the              Environment Agency to check the public register on 03708 506 506.

    CHALLENGE - Always ask for their details and what will happen to your waste? Ask yourself -      Is it a good idea to employ somebody who has “cold called” offering to remove      waste before you have checked their details? Get some quotes for the clearance work. Trust your instincts. If in doubt, don’t give them your waste.

    RECORD -Always record the details of who you give your waste to and any vehicles involved.     Legal waste operators will be happy to cooperate.

  • Q. What if there is fly tipping on private land?

     

    ·         You are still free to report this to the Council, as we will then contact the land owner to advise them of the fact that an incident has taken place on their land

     

    ·         In some cases we will investigate to try and identity the offender.

  • Q. Is the duty of care important?

    Compliance with duty of care is vital to keep a track on waste disposal and keep waste out of the hands of rogue traders who profit from Fly-tipping

    • You can book to have it taken away by the Council as a special collection which is a chargeable service

  • Q. If the Council cannot collect the waste from my doorstep, how can I dispose of it legally?

    EFDC provides a special collection service for some bulky

    household items such as beds, chairs, sofas, fridges and

    washing machines that cannot routinely be collected.

     

    ·         There is a cost for this service.

    ·         Collections can be booked via the Council’s website using our online booking form or by telephoning the Customer Contact Centre on 01992 564000.

      ·         Essex County Council (ECC) provides a limited number of                Recycling Centres for Household Waste only (RCHW).

      ·        Always check before visiting to make sure the RCHW is open and will take the waste you intend to dispose of. ECC will not allow commercial vehicles into most of their sites. Commercial waste cannot be disposed of at RCHW.

    • Please also note that Essex County Council now run a booking system when visiting the site. You must book an appointment to be able to take your items there. You can do this by clicking on the link below and then on the site you wish to visit.

  • Q. When are the Recycling Centres for Household Waste open?

    Epping Forest District Council do not control the Recycling Centres for Household Waste (Tips/Civic Amenity Centres). These are controlled by Essex County Council and any questions in relation to the operation of these sites should be directed to them.

    Essex County Council have a booking process for all vehicles at their 21 recycling centres.

    You must book a slot in advance. There is no charge to book, but you need to make a booking each time you visit. Blue Badge holders, pedestrians and cyclists are not required to make a booking.

  • Q. What is classed as Clinical Waste?

    Clinical Waste: is a sharp (including needles, syringes or other sharp instruments), body fluid or other biological material (including swabs or dressings) containing or contaminated with pharmaceutical products or anything that may be infectious.

    • Please contact the Council to arrange for future collections. 
    • Clinical waste must not be placed in either normal domestic or recycling waste.

    Offensive Waste: is non-clinical waste that is non-infectious and doesn't contain pharmaceutical or chemical substances, but may be unpleasant to anyone who comes into contact with it. Offensive waste includes hygiene waste and sanitary protection like nappies and incontinence pads

    • This waste should be appropriately bagged and can be placed in the normal domestic refuse bin.
    • If there are significant quantities of offensive waste generated that would result in difficulties in placing it within the domestic refuse bin (non-recyclable) then please contact the Council to enquire about additional capacity.     Healthcare providers are people who treat patients in their own home and produce clinical waste as a result of treating patients, and are under a duty of care to manage the waste they produce. The healthcare provider must make their own arrangements for such waste.

    Care Homes/Nursing Homes should make their own contractual arrangements for the disposal of clinical waste; if it is as a result of community pharmacies providing an additional/enhanced service to the care home then the pharmacy should be making separate arrangements for disposal.

  • Q. There is a car on private land that has been abandoned for over two weeks can you remove it?

    1. The Council can only deal with such requests that are made by the legal land owner of the property.
    2. If you are the legal land owner then you can report it using our online form on our website Report an abandoned vehicle - Epping Forest District Council

    The Form will ask you to 

    • Confirm that you are the landowner of the land the vehicle is parked on
    • That you give the Council permission to go onto your land (if you are the land owner only)
    • That you accept any future claims for compensation from the registered keeper, should the Council remove and destroy the vehicle if this is the final outcome.
    • Provide full contact details for yourself.

    Once your report is submitted the council will then deal with the vehicle under its Abandoned Vehicle process. 

    In all cases every attempt will be made by the Council to trace any registered keeper.

    If the vehicle is subsequently claimed after the notice has been placed on it, the keeper will be referred to the land owner.

    It will be the land owners responsibility to advise the Council on any further action required

    If you do not advise us to cease any further action we will continue with our process and you may be liable for any  claims of compensation from the registered keeper.

  • Q. The Council has placed a notice on my car but it is not abandoned what should I do?

    • You must contact the Council on 01992 564000 in the first instance as soon as possible.
    • If your contact is made outside of normal office hours, you will be able to leave full details of:
      • Your Name and Address
      • Your contact telephone number and
      • Your vehicle details on our answerphone service and we will respond as soon as possible the next working day.

    Please note you have not yet claimed your vehicle until we have spoken to you to confirm your details and the situation.

    For contact made during office hours you will be asked to confirm that you are the registered keeper, and you may need to bring in evidence of this if your details do not match the DVLAs information. This can include:

    • A copy of the V5 form
    • any letter of evidence that you have recently purchased the vehicle
    • A copy of a public utility bill to prove you are who you say you are, and that you live at the address the vehicle is registered to.

    If the vehicle has been parked on private land (not owned by yourself) you will be directed to the land owner for them to make arrangements with you to remove the vehicle from their land.  You must contact them, and ask them to contact the Council to advise them to cease any further action with the vehicle. Unless the Council is instructed to cease action it will continue with the process of removal and possible destruction of the vehicle.

    If you have declared the vehicle as SORN (stored off road notice) then your vehicle must be on land owned solely by yourself, for example the driveway to your property. It cannot be in a communal car park as this land is not solely owned by you.

    If the vehicle is simply parked on a road, once we have verified that you are the registered keeper of the vehicle, there will be no further action taken by the Council in this matter for a period of 3 months. However if  the vehicle is persistently reported as abandoned because it has not moved we will start the process again.

  • Q. There is a burnt out vehicle on the Highway but it is has no registration plates what should I do?

    • If you need to report this outside of normal office hours, please contact your local police station on 101 and do not go near the vehicle as it is hazardous
    • If you need to report this during normal office hours then you should either
      • Report this on our website via our online abandoned vehicles form  Report an abandoned vehicle - Epping Forest District Council.
      • If you have any photographs you can attach them to this form.
      • Or you can contact the Councils Contact Centre on 01992 564000 in the first instance to report this as soon as possible.
      • Please note that if the vehicle is on private land we will require the permission of the land owner before we can deal with it.

    Please do not go near a vehicle that is burnt out as it is  hazardous!

  • Q. There is a vehicle abandoned in a dangerous position which will cause an accident what should I do?

    • If you need to report a dangerously parked vehicle outside of normal office hours, please contact your local police station on 101 to report this.

  • Q. What days are my special collections carried out?

     

    ·         We collect in certain areas on certain days of the week

     

    ·         Date options will be provided once your collection details have been entered onto the application form.

     

    ·         However below is a table of the days we normally carry out collections in areas within the District, but this can be subject to change:

  • Q. What do I do if someone takes the items before my special collection day, or I want to cancel the booking for any reason?

     

    •                Refunds can only be arranged where the cancellation is requested 24 hours before the collection is due.
    •            Please contact the Customer Contact Centre on 01992 564000, who will be able to arrange a refund of your payment.

    ·        Alternatively if you have set up your own account on our website you can manage this by logging into your account and managing your booking.

  • Q. What if I receive a complaint from someone that I have placed my items out for my special collection?

     

    ·         You should place your items out for collection by no later than 6.30am on the day of your collection, or the night before the date of your booking.

    ·         If you have had to place your items outside of your property boundary, or within a communal area, then we would advise that you place a notice on them stating that you have arranged a collection of the items.

  • Q. Why do I need to give my email address when booking a special collection?

     

    ·        If you have one this will enable us to send you confirmation of your booking and a receipt for payment.

    • If your contact is made outside of normal office hours, you will be able to leave full details on our answerphone system of:

  • Q. A car has parked across my driveway and I cannot get into my property, can you remove it please?

    • If a car is parked across the access to your property and is preventing you from getting into your property, the Council would be unable to help in this matter as it is unlikely to have been abandoned if it has been there for less that two weeks.
    • If there are parking restrictions in the road in which you live, then the Civil Enforcement Officers (traffic warden) can place a fixed penalty notice on the vehicle once it has overstayed the permitted time. 
    • If the car is parked across your access preventing you from leaving your property this is a police matter as they have powers to enforce highway legistlation.

    If you know who the registered keeper of the vehicle is, then the Council is not able to deal with this as an Abandoned Vehicle, as there are very strict guidelines and legislation it must adhere to.

    However if the vehicle is parked in a Car Park/Parking space owned by either the Councils Housing Department, or a Management Company, then you can report the vehicle to these people and they will conduct their own investigations.

    ·         The responsibility for clearing up fly-tipped waste falls on the landowner where the waste was deposited.

     

    ·         If an offender can be identified, we will seek to recover any clearance costs or in some cases immediately persuade the offender to return and pick up the waste.

     

    ·         EFDC are responsible for litter and refuse clearance on the public highway, which means that most fly-tips on the public highway and other public rights of way will be cleared by EFDC.

     

    ·         Large fly-tips that obstruct the highway may occasionally be cleared by Essex County Council as an emergency.

     

    ·         The Corporation of London will clear fly-tips on their land.

     

    ·         Ditches that run between the boundary of the public highway and private land are normally completely the responsibility of the private land owner to clear. 

     

    ·         EFDC is also responsible for clearing waste from any Housing or Estates land that it owns.

    ·         Householders must make reasonable checks and businesses who produce commercial waste must keep waste transfer notes to comply with their waste duty of care.

    CHALLENGE - Always ask for their details and what will happen to your waste? Ask yourself -      Is it a good idea to employ somebody who has “cold called” offering to remove      waste before you have checked their details? Get some quotes for the clearance work. Trust your instincts. If in doubt, don’t give them your waste.

  • Q. Do I need planning permission?

    If you propose to erect or alter a building, change the use of a building or land, form a vehicle access, or carry out work that can be described as an engineering operation, you may require planning permission

    However certain developments do not require permission as they constitute ‘permitted development’ as laid out in the Town and Country Planning (General Permitted Development) Order. Whilst such developments do not require planning permission, if you have any doubts, or if you would like a formal confirmation that a development does not require planning permission and is lawful, you should submit an application for a Certificate of Lawful Development.

    Permitted Development rights do not exist if:
    1)  The property is a flat, maisonette or used for any business.
    2)  Your house has had its 'permitted development' rights removed.  (These are rights that allow you to do work without needing to ask permission.  They are most often removed by a condition which was set when the original permission to build your house was granted.  This is more likely if that was within the past 30 years - please check with the Development Management team.)

    The Council encourages applicants to discuss their proposals with a Planning Officer before making their application. This might involve meeting with an Officer or just sending us your proposals for pre-application comments. This can help to overcome potential difficulties and to make sure your application deals with all the important planning considerations.     Different types of development require different types of consent. Due to this, different application forms are available depending on the scope of the proposed works. Any works to a residential property (such as an extension or the erection of an outbuilding within the garden) should be applied for using a householder application form, works to a Listed Building should be applied for using a Listed Building Consent application form, etc. However, some developments will require more than one consent. In such cases a combined form may be available that deals with both consents through the use of one form (such as a Householder and Listed Building Consent form).   • Q. How do I comment on a planning application?

    Our surroundings are in a process of constant change. Old buildings are demolished and replaced. Changes are made even to buildings familiar to generations of local people. Sometimes the changes are cosmetic such as a new advertising sign for a shop. Sometimes they are more substantial such as an extension or constructing an entirely new building.

    Changes to buildings are governed by planning law. In most cases the developer needs to apply to the Council for planning permission before the changes can be made and in all cases the Council has to consider the application seriously.

    We all have our own views on what makes a good or bad planning application. You don't need to own a property to make a planning application and you don't need to be a neighbour to object. No matter how trivial, major or outrageous you may think an application is, you have the right to object.

    Our main offices are located in Epping on the High Street.

    We have limited Visitor parking on site, this is pay and display. The offices are a 10 minute walk from the tube station.
